On a Saturday afternoon after doing his scheduled games in October, 1995 Arnie suddenly died. He was a National Referee, the PHMSA Referee Administrator from 1990-1993, and the Area 2C Referee Administrator from 1993-1995.
Arnie was instrumental in creating the AYSO National Referee Program and the Mentor Program. National Referee is the highest badge level in AYSO. Due to his efforts in the last 12 seasons PHMSA has had over twenty National Referees and current has 9 active National Referees as well as two National Referee Candidates. This is the largest number of National Referees in one Region in Section 2.
In 1996 the PHMSA Board created the Arnie Mallah Award to honor the PHMSA referee who did the most in the current year to promote refereeing in PHMSA. The slogan on the plaque states "Leave Big Foot Prints". The recipient of this Award has done that for PHMSA.

PLEASANT HILL/MARTINEZ SOCCER ASSOCIATION
Pleasant Hill/Martinez Soccer Association has been providing service to the community of Pleasant Hill and the District since 1982, with over 2,400 participants and over 400 volunteers in the current season. During these years they have provided youth soccer programs for our youth, and all of their services are through parent volunteers with thousands of volunteer hours annually. After reviewing their operations in the past 5 years and making adjustments and cuts to save money for future fields and renovations, the Soccer Association was able to assist in paying for a new irrigation system that was installed at Pleasant Oaks Park, which added up to close to $21,000. This improvement not only affected the Pleasant Hill/Martinez Soccer Association, but the District, PHBA, Pleasant Hill Middle School, and Prospect High School. The Pleasant Hill Recreation & Park District and the community appreciate the support and efforts of the Pleasant Hill/Martinez Soccer Association in making this community a better place to live and play and for their continued outstanding relations.
