All AYSO volunteers must fill out the fabled AYSO Volunteer Form every year. This includes coaches, referees, board members, and any other volunteers. Forms will be available at each scheduling night. The best way to do your volunteer form is through e-AYSO. You can also register you children through e-AYSO. Please print out and turn-in two copies. Turn in these copies at registration or at your training class. Please bring your driver's license, as we need to verify your identification. If you have problems with e-AYSO, please call the National e-AYSO Help Desk (866.588.2976 – we’re Region 281).

The Basic Referee Training Course is required for all new referee volunteers who will be officiating at the U-10 level or above. The first year referee volunteer will generally be doing games in the Under-10 age groups. All new referee volunteers regardless of their child's age will take this course, except for the U-8 referee (see above). Youth referees may also take this course. The U-10 referee volunteer will be introduced to the Laws of the Game as they apply to youth soccer.
The U-10 referee volunteer will be supplied with a complete uniform consisting of a jersey, shorts, socks, whistle, lanyard, flipping coin, and a Regional Referee badge at the completion of the course. The U-10 referee volunteer will be responsible for scheduling themselves for at least ten games as either the referee or assistant referee on scheduling night. The Intermediate Referee Training Course is the next level of continuing education for the Regional Referee. It prepares the referee for officiating at the U-12 level. The Intermediate level certification will soon be required by AYSO National to officiate U-12 games. The requirements for advancement include 25 games as referee with at least 5 in U-12 and completion of the Intermediate Referee Course. Please click here to register.

The Advanced Referee Training Course is the next level of continuing education for the Intermediate Referee. It prepares the referee for officiating at the U-14 level. The Advanced level certification will soon be required by AYSO National to officiate U-14 games. The requirements for advancement include 50 games as referee with at least 10 games as referee in U-14 and 5 games as assistant referee in U-14, and completion of the Advanced Referee Course. Safe Haven Certification is a requirement for referee volunteers. In the past, we have offered it as the first module of the basic referee course. This year, we will offer Save Haven Certification last, providing you an opportunity to complete it online and go home early. Issuance of Send Offs and Cautions (Red and Yellow cards) or Incidents/Injuries must be reported to Rick Hults, Regional Referee Administrator, by the Referee, at the first opportunity after the match, by submitting the appropriate portion of this form. The Caution Report need only have the top portion of the form completed, or add details if you think it necessary. The Send Off report should contain both the top portion if applicable, as well as the Send Off portion and the Details portion, which includes a brief description of what happened and the disciplinary action taken. If you, as the Referee, would like your assistants, to report what they saw and did, you can direct them to fill out the Details portion of this report as well. All reports, need the GameID and referees names from the Referee Scheduler. If the game was played with a team from another region, the report should additionally include the coach's name and region of the other team. The player's ID card should contain all of the information required for the report. Make sure you copy this information, and return the card to the coach or player before they leave the field.
A standard AYSO Misconduct/Incident form in pdf format, can be downloaded for the purpose of familiarizing yourself with the information needed to be reported. It can be found in the forms section of this Referee's page. Please familiarize yourself with the standard form so that you acquire the necessary information on the field. The written email report will be submitted directly to the Referee Administrator.
The issuance of a Red or Yellow card should be avoided at the U10 age group and younger. Use a verbal warning for cautions, or if it is a send off offense, ask the Coach to remove the U10 offender from the match. Coaches may be verbally cautioned and reminded of the PHMSA No Tolerance Policy. Parents or spectators should be handled through the coach, but can also be reminded of the PHMSA No Tolerance Policy. Serious incidents with coaches, parents or spectators should be reported via the Misconduct/Incident email form.
The Center Referee is responsible for reporting (via the Referee Game VPS certification form) who refereed each match as soon as practical following the match for the U10 age group and above. The Referee can delegate this job to one of his assistants, but is still responsible for seeing that the report is submitted. The GameID and the names of the referees or "Club" for a club linesman are required to be submitted. If the Team affiliation (i.e., Division Level and Team Number), is known, please submit that information also, as it will make the Team Coordinator's job easier. All U6, U7 and U8 center referees should do the same certification report of who refereed the match. Although they do not have a post season tournament, there are prizes to be had for the most volunteer points for the U6, U7 and U8 age groups. The U6, U7 and U8 matches are on the Referee Scheduler, even though the Home team is responsible for the Center Referee, referees can sign up for the assistant positions.

Check out our online referee scheduling program at www.phmsa.org/referees. From this program you can check your list of referee assignments, see who you are refereeing with, signup for vacancies in the schedule, or cancel assignments if you discover you cannot make a game. You also have access to the referee database, with contact information for fellow referees.
Game schedules and the referee database are now live online, including U19 schedules. Please visit the Referee Scheduling Assistant and click on "Coming Week" to see openings for the next 7 days.
To use the referee program you will need to login with a user ID and password. You should have already received information about your ID and default password during your referee certification or refresher course*. If you are having trouble logging in, please email refadmin@phmsa.org. After you have logged in for the first time, please go to the referee database and change your password from the default to something else.
* (Note: if you used the online program during the spring season and changed your password at that time, then use that password. Those passwords have not been reset to the defaults.)
